課程概述 |
本課程首先討論人口成長對地球承載力之衝擊，並針對（1）中國政府於2005年改變稀土政策後，對歐盟、美國及日本等國高科技發展造成之衝擊，引發對資源安全之重視。（2）環境污染所引申之國家及區域性環境安全理論。（3）氣候暖化對人類生存之影響，及國家安全之威脅。（4）全球化及WTO貿易自由化對開發中國家糧食生產之影響，氣候暖化對農業之衝擊，及國家的意志和利益，對全球糧食產銷之無形影響。(5)能源短缺，油價高漲，對國家能源安全所造成之衝擊。本課程提供本校學生最新的國家環境與資源安全觀念，及世界未來即將面臨環境與資源安全危機，加強學生之國際觀及全球環境與資源管理最新知識。
本課程原則上分為六章：
第一章 人口與地球承載力
第二章 各國資源安全戰略
第三章 各國環境安全戰略
第四章 各國氣候安全戰略
第五章 各國糧食安全戰略
第六章 各國能源安全戰略
This course examines the impact on human societies of surging oil and food prices, environmental pollution, and global warming, specifically:
(1) impacts of the Chinese government’s change of policy on rare earth elements on high-tech development and national security in the European Union, The U.S., Japan, and other nations
(2) theories of environmental security on national and regional bases in relation to worsening environmental pollution
(3) impacts of global warming on human existence and its threats to national security
(4) impacts of globalization and the WTO’s lifting of trade barriers on food production in developing nations, and impacts of global warming on agriculture, national sovereignty and interests, and intangible impacts on global food production and marketing
(5) impacts of energy shortages and high oil prices on national energy security
The course introduces students in Chinese Culture University to the latest concepts in environmental and resource security, strengthens their knowledge of current and future world issues in environmental and resource security, as well as broadens their comprehension of globalization and recent environmental and resource management practices.
In principle, this course is divided into six chapters:
Chapter I: Population and Global Carrying Capacity
Chapter II: Various Countries’ Resource Security Strategies
Chapter III: Various Countries Environmental Security Strategies
Chapter IV: Various Countries’ Climate Security Strategies
Chapter V: Various Countries’ Food Security Strategies
Chapter VI: Various Countries’ Energy Security Strategies |
